The Governing Council is the highest policy-making body of the College. It sets the direction of the institution, approves its policies, budget and accounts, appoints its senior officers, and holds management to account for the standard of training the College provides.

Functions of the Council
- Approving the policies, statutes and strategic plan of the College, and holding management accountable for carrying them out.
- Approving the annual budget and the audited accounts, and safeguarding the property, finances and good name of the College.
- Appointing the principal officers and senior staff, and approving new programmes, departments and academic partnerships.
